If you are a Singapore Citizen with education savings you have never touched, there is a reasonable chance an AI course could cost you little to nothing out of pocket. The Post-Secondary Education Account (PSEA) pays your course fee directly, no reimbursement, no waiting. This guide is for individuals paying for their own course. What Is PSEA and Who Can Use It?
The Post-Secondary Education Account (PSEA) is administered by the Ministry of Education and holds education savings that Singapore Citizens can put towards approved courses, including selected Heicoders programmes. It opens automatically, from a Child Development Account balance in the year you turn 13, or from your Edusave Account in the year you turn 17 or leave an MOE-funded school, whichever is later. You do not apply for it or top it up yourself in the way you would with SkillsFuture Credit; it is simply there, and many people do not check it until they need it.
How Much PSEA Do You Have, and How Do You Check It?
Log in to the Student Finance System with Singpass to see your current balance and transaction history. MOE also runs a 24-hour automated hotline for balance checks. Balances vary significantly from person to person depending on past top-ups and usage, so there is no reliable "typical" figure worth quoting here; check your own account rather than assuming a number.
How to Use PSEA to Pay for an AI Course
Unlike UTAP, which pays you back after you complete the course, PSEA pays the provider directly, before you owe anything. SkillsFuture Credit works the same way in this respect: it is applied during enrolment to reduce what you pay, not claimed back afterwards. Once the SSG subsidy, SkillsFuture Credit, and PSEA have each been applied in turn, you simply pay whatever balance is left.
- Check your PSEA balance through the Student Finance System or MOE's hotline.
- Confirm the specific course is PSEA-eligible. Eligibility is set per course, not per training provider, so a provider having some PSEA-eligible courses does not mean all of its courses qualify.
- Let the SSG subsidy and any SkillsFuture Credit apply to the course fee first, arriving at the remaining nett amount.
- Submit the PSEA Ad-Hoc Withdrawal Form to authorise MOE to deduct the remaining fee directly from your account.
- Enrol. Once the form is processed, MOE pays the provider directly, and no reimbursement claim is needed on your part.
Submit the withdrawal form with enough lead time before your course starts. MOE needs to process the deduction and transfer the funds to the provider, and a late submission can leave you needing to pay upfront and sort out the PSEA portion afterwards, which defeats the purpose of using it in the first place.
Which Heicoders Courses Are PSEA-Eligible?

Can You Stack PSEA With Other Subsidies?
Yes, and this is where PSEA is genuinely useful rather than a minor top-up. The SSG subsidy and SkillsFuture Credit both reduce the course fee first, arriving at a nett amount, and PSEA can then cover that remaining balance in full or in part depending on what is left in your account. As an illustration only, using Heicoders Academy's own published GA100 figures as at August 2026: a Singapore Citizen aged 21 to 39 pays a nett fee of $973.50 after the 50% SSG subsidy. Applying the $500 Base Tier SkillsFuture Credit brings that down to $473.50. If that learner's PSEA balance covers $473.50 or more, PSEA can pay the rest directly to Heicoders, bringing the amount payable out of pocket to $0. This depends entirely on the learner's actual SSG subsidy rate, SkillsFuture Credit balance, and PSEA balance, so treat this as an illustration of how the layers stack rather than a guarantee.
PSEA vs SkillsFuture Credit: What's the Difference?
They get confused because both are personal, government-linked balances rather than course-fee subsidies, but they work differently. PSEA is restricted to Singapore Citizens with an active account (broadly, teens through age 30) and is paid directly to the provider with no reimbursement step. SkillsFuture Credit is available to Singapore Citizens aged 25 and above with no upper age limit, and is claimed by the learner through the MySkillsFuture portal rather than an automatic MOE deduction. A Singapore Citizen in their late twenties could plausibly have both, and there is no rule against using PSEA and SkillsFuture Credit on the same course, one after the other, against the same nett fee.
What Happens to Your PSEA When You Turn 31?
Your account closes around the middle of the year you turn 31. MOE will notify you beforehand with three options: retain the account for one more year, transfer the balance to a sibling's PSEA, or donate it to the Education Fund. If none of these is exercised, the remaining balance eventually moves to your CPF Ordinary Account, where it can no longer be used for education. Frequently Asked Questions
Is PSEA a reimbursement, or does it pay the course provider directly?
It pays the provider directly. Once your withdrawal form is processed, MOE deducts the course fee straight from your PSEA balance to the training provider. You do not pay first and claim back, which is different from how UTAP works.
Can I use my sibling's PSEA if mine runs out?
Yes. Your own PSEA is used first, and only once it is exhausted can you apply to draw on a sibling's account, with their agreement. Funds cannot be used to repay a sibling's own loans.
Does PSEA expire?
The account itself closes around the middle of the year you turn 31, though the funds do not carry a separate expiry date before that. PSEA is available to any Singapore Citizen with an active account, generally from their teens until the account closes around age 31, regardless of whether they are studying full-time or already working. A working professional taking a part-time AI course is a normal use case.
Do I need to use PSEA before SkillsFuture Credit, or does the order not matter?
